The green frog is Keroro Gunso, the title character of an anime that is licensed in the US by ADV but not yet in release; 12 manga volumes are available from Tokyopop under the title “Sgt Frog”.
The girl is Natsumi (”Summer”, aka “723″) Hinata, who is a main character.

I really liked the manga when it first came out; the anime opened in the Sat Am time slot aimed at the Children demographic, so the sexual innuendo got dropped. (Although it now airs in Prime Time and also Late Night slots, in addition to Sat Am.) Although the anime is very good for what it is, it’s not designed to appeal to the same market as the manga; the anime characters are all younger and therefore less interesting to me. The anime succeeds over the manga in its strong emphasis on family values.
